Background | First settled by the French in the early 17th century, the islands represent the sole remaining vestige of France's once vast North American possessions. | Territorial disputes between the UK and Guatemala delayed the independence of Belize (formerly British Honduras) until 1981. Guatemala refused to recognize the new nation until 1992. Tourism has become the mainstay of the economy. The country remains plagued by high unemployment, growing involvement in the South American drug trade, and increased urban crime. |

Disputes - international | none | Guatemala has claimed half of southern Belize; Guatemalan squatters continue to settle along the border despite a 2000 agreement; OAS brokered a Differendum in 2002 that created a small adjustment to land boundary, a large Guatemalan maritime corridor in the Caribbean, a joint ecological park for disputed Sapodilla Cays, and a substantial US-UK financial package, but agreement was not brought to a popular referendum |
Economic aid - recipient | approximately $60 million in annual grants from France | $NA |
Economy - overview | The inhabitants have traditionally earned their livelihood by fishing and by servicing fishing fleets operating off the coast of Newfoundland. The economy has been declining, however, because of disputes with Canada over fishing quotas and a steady decline in the number of ships stopping at Saint Pierre. In 1992, an arbitration panel awarded the islands an exclusive economic zone of 12,348 sq km to settle a longstanding territorial dispute with Canada, although it represents only 25% of what France had sought. France heavily subsidizes the islands to the great betterment of living standards. The government hopes an expansion of tourism will boost economic prospects. Fish farming, crab fishing, and agriculture are being developed to diversify the local economy. Recent test drilling for oil may pave the way for development of the energy sector. | In this small, essentially private enterprise economy the tourism industry is the number one foreign exchange earner followed by cane sugar, citrus, marine products, bananas, and garments. The government's expansionary monetary and fiscal policies, initiated in September 1998, led to GDP growth of 6.5% in 1999, 10.8% in 2000, 4.6% in 2001, and 3.7% in 2002. Major concerns continue to be the sizable trade deficit and foreign debt. A key short-term objective remains the reduction of poverty with the help of international donors. |
